The Independent Safeguarding Authority (ISA) has been created to prevent unsuitable individuals from working with children and vulnerable adults. The ISA will administer the Vetting and Barring Scheme (VBS) that will ensure that the most unsuitable individuals will be prevented from working with children or vulnerable adults and will work in partnership with the Criminal Records Bureau.
Commencing June 2010 a five year role out plan will aim to register all individuals working with children or vulnerable adults (defined as 'Regulated Activity') on the scheme. New individuals will apply for registration to the scheme and will complete an enhanced disclosure and application for registration to the scheme via their employer. Once initial registration is complete individuals will be provided with a registration number that future employers will be able to verify that the individual is registered and is not currently barred from working with children or vulnerable adults.
